April, 14th, 2005 in the town of Nazran of Republic of Ingushetiya,
relatives of the kidnapped people on territory of Republic of Ingushetiya held
a general founders meeting and founded the Autonomous Non-profit Organization
"MASHR" .«ÀNÎ "ÌÀSHR" - the first Ingush Human Rights
organization. ( in Ingush "ÌÀSHR" means "the Peace").
.Autonomous Non-profit Organization "MASHR" (ÀNÎ «ÌÀSHR») officially
was registered in May, 3rd, 2005,by Interdistrict inspection of the Federal tax
service ¹ 2 of Republic of Ingushetiya.
The Primary purposes of the organisation are:
- Rendering of a legal protection to the population
- Propagation and implementation of ideals of the world, humanism, compassion
and humanity, principles of international law concerning to all people.
- Realization of public control on observance of the rights and freedom of the
person on the territory of the Republic of Ingushetiya and in other regions of
the Russian Federation.
At the same assembly the head of the organization was elected.He was
Mutsolgov M.A.
Mutsolgov M.A. has the higher juridical education.In 2003 not far
from his house, his younger brother Bashir, the economist was
kidnapped.He worked at school as a teacher of physics and mathematics .
Magomed Mutsolgov since 2003 has carried on active public and human
rights protection activity and all this time co-operated with such
organisations as:
Human Rights Center "Memorial".
Regional Social movement "the Chechen Committee of National Rescue»
(chairman Ruslan Badalov).
The Ingush branch of «Russian Red Cross» (chairman Mussa Ìalsagov).
The autonomous non-profit Organization «Committee of the displaced person's
rights protection» (chairman Aslambek Apaev).
«Council of the Non-profit Organizations» (ÑNÎ)
Mutsolgov participated in many seminars organised and held by public and
human rights organisations.
In July,
2005, took part in a seminar «Culture of the South of Russia: political,
economic, social and technology factors», ÀNÎ «tolerance Institute» and «the
Southern regional resource centre».
 
In 2006, took part in school seminar «Development of interaction of a
civil society and the authorities in the south of Russia» for NKO of the south
of Russia and representatives of the municipal and the state authorities
prepared and held by KRRO «the Southern regional resource centre».
In
August, 2006 took part in an inter-regional seminar «Interactions of the state
and public human rights organisations in the North Caucasus» prepared and held
by St.-Petersburg humanitarian-political centre Strategy and Coordination
council of Representatives on human rights in regions of the Russian
Federations .
in the late of August, 2006, took part in the united session with a
seminar of Human rights institution «Antidiscriminationmethods and practice on
the Northern Caucasus» with participation of Sweden experts.
In the late of March,2007 RF
Public chamber held public hearings on the subject of "Cooperation of
the authorities and a community to strengthen stability and civil agreement on
the territory of the Northern Caucasus".The head of the human rights
organization "MASHR",Magomed Mutsolgov was invited from Ingushetiya.
In April, 7,2007,in the town of Makhachkala,republic of Dagestan,a
conference «Human rights on the territory of the Northern Caucasus» was
held..There were invited representatives of the public and human rights
organizations from all of the Northern Caucasus. In Ingushetiya, the head of
human rights organization "MASHR",Magomed Mutsolgov got an invitation
to take part in the conference. In the Journalists' Palace not only members of
the human rights organizations from the Northern Caucasus took part in the conference
but from Moscow too.There were two questions In the order of the day: Situation
with human rights on the territory of the Northern Caucasus-problems and ways
of their solving. Cooperation of human rights public organizations and the
authorities to solve questions of human rights on the territory of the Northern
Caucasus.
In the middle of April, 2007, Krasnodar regional public organization
«Southern regional resource center» sponsored and held a conference «Impact
vector» in the town of Sochi.The head of the organization
"MASHR",Magomed Mutsolgov took part in the conference.
In the late of May, 2007, he also took part in a seminar "Non
governmental sector on the Northern Caucasus: lighting and ways of solving of
socially significant problems", that was held in city of Moscow. The Net
of ethnological monitoring and early prevention of conflicts sponsored and held
it.
From
June,1-5, 2007,he took part in experimental and practical round table "
Promotion of the human rights protection(actual problems of law using)".
Round table rules Regional public organization “ INDEPENDENT EXPERT-LAW
COUNCIL” with financial backing of European Unit.The place of holding:Moscowsky
settlement,Leninsky district,Moscowskaya area.
Autonomous Nonprofit Organization «MASHR»,was officially registered in
May,3,2005,by Interepitrict inspection of the federal service ¹ 2 on
Ingushetiya.
In spite
of all obstacles,activists of "MASHR" took part in protest action in
March,19,2004,on Nasyr-kort settlement outskirts,where the relatives of the
kidnapped people held a meeting.The main claims to the republic authorities
were – to find out who and why kidnapped their kinsfolk and where they were at
that time. At that day,Magomed Mutsolgov(a head of "MASHR") gave an
interview to journalists of radio "Liberty". Our organization
activists took part in TV programms of Savik Shuster "freedom of
speech" on NTV channel and in the programme "Week" on REN TV
channel.As well we gave many interviews bound up with the problem of kidnapping
to agents of domestic and foreign mass media.
